    Greece bans pin-up billboards to stop distracted drivers crashing

    Greece is mounting a nationwide effort to remove "eye candy" billboards from roadsides, amid growing evidence that images of women wearing not very much contribute to Europe's worst road accident figures.
    With 15,000 hoardings in the capital alone, drivers are distracted by "unacceptable levels of eye candy", say campaigners who have convinced the courts to rule that all roadside adverts be dismantled.

    Billboards invariably depict svelte females in outre poses. "Many of them not only hide traffic lights and road signs, they are put up illegally," said an Athens traffic police official.

    "We believe they are the cause of 10% of all accidents in the city."
    Driving in Greece is not for the faint-hearted. More than 2,000 people die on the roads annually; another 4,000 are seriously injured in 22,000 car accidents a year - one every 24 minutes.

    The Foreign and Commonwealth Office in London even highlights the issue in its travel advice for Greece.

    This month, drivers faced a new highway code, with fines of up to €700 (£490) for ignoring a stop sign or running through a red light.

    The adverse effects of billboards have been highlighted due to the efforts of an Athenian lawyer, Athanasios Tsiokos, who killed his son when he crashed into a billboard on a busy avenue in the capital. He has since campaigned to punish advertising companies, and this year his complaint was upheld by the State Council, which ordered the billboards removed.

    Municipalities have begun dismantling them. "This is an issue of public safety and it only happens in our country," said Aris Stathakis, MP for the ruling New Democracy party. "All the dangerous advertising billboards have to be removed."

    The campaign has not been easy. Corrupt local government officials of Municipalities, such as Byron, have long ensured that billboards have flourished. Recently, campaigners have woken up to find that those removed frequently have been re-erected overnight.

    Billboards behind road deaths

    Thousands of advertising billboards that have been illegally erected all over Athens are responsible for 12 percent of road deaths, according to data released yesterday.

    The data was presented by a group of lawyers, MPs, municipal officials and relatives of road victims that are lobbying for the removal of the billboards.

    The group said yesterday that a count by the Public Order Ministry in February 2006 found 6,050 illegal billboards placed along the country’s roads.

    Other estimates place the figure closer to 15,000 for Athens alone.

    Billboards, often featuring photos of provocatively dressed models, are blamed for road accidents as they draw the attention of drivers.

    The signs are also believed to pose a threat as car accident victims are often catapulted against their roadside metal structures.



    An Athens court has ruled that an driver was killed as a result of the billboard and that the state was obliged under international law to keep the streets free of such advertising panels.

    The amount of compensation has yet to be announced but Tsiokos is seeking damages of more than –14 million.



    Victoria Efthimiadou, head of the legal department at the Office for the Unification of Archaeological sites of Athens (EAXA) said that despite 5,500 illegal signs having been pulled down in the past, not one fine has been imposed.

    “Apart from the political will, we also need funds to remove the signs,” she said.



    The Municipality of Maroussi, northern Athens, said last week that it had started removing illegal billboards from its streets in a task expected to take more than 45 days.



    Similar action by municipalities in the past has resulted in municipal workers being physically attacked by advertising company employees trying to stop the clean-up operation.



    A number of municipalities have also allowed the illegal placement of billboards as a means of generating revenue.

    Do road signs and billboards really contribute to car accidents?

    The amount of car accident compensation claims made in the UK has undoubtedly risen since the number of roadside distractions became more commonplace. In fact, a survey carried out by Privilege Insurance in 2005 found that a total of 83% of UK motorists are affected by roadside distractions when driving.


    Whether you spy someone streaking alongside a motorway, catch a glimpse of a busty lady on a large poster or slow your car and crane your neck to see the aftermath of smash, roadside distractions certainly put drivers and their passengers at serious risk of sustaining car crash injuries as a result of just a few seconds of lapsed concentration.


    Alluring ads and scintillating statues
    Although the temptation to take your eyes off the road ahead and take a side wards glance at an attractive member of the opposite gender has always been there, suggestions have been made that modern advertising could be one of the most potentially serious road accident hazards around.


    There has been much speculation about men and their one-track minds but research by Privilege revealed that male drivers were more likely to be distracted by advertising displaying scantily-clad women than women were to be by images of men in various states of undress.


    The use of stunning supermodels such as Eva Herzigova advertising underwear is likely to gauge the attention of any passer-by but if placed on a huge billboard beside a busy motorway, this is likely to cause eyes to wander and all concentration from driving to be lost, leading to a definite risk of a road accident occurring.


    A few years back, The Body Shop faced having to remove part of the ornamentals outside their headquarters in Littlehampton, West Sussex . A number of statues, one of which was a woman in her natural form, were featured on the land of the beauty product company that is famously against animal testing.


    The lesser-clothed of the three figures, arranged as seen in the impressionist painting Luncheon on the Grass by Manet, was causing drivers to crane their necks so that they could sneak a look at her bare physique and car accidents as a result of such peeping-tom antics were reported to have happened.


    An influx of requests for the statues to be removed followed. It was thought that by getting rid of the temptation for drivers to take their eyes off the road, a decrease in personal injuries being sustained and the need for car accident compensation claims to be made would result.


    Signs of the times
    Recent reports have also shown that UK motorists are distracted by the amount of signs featured on our roads which are actually designed to aid them while driving. However, it seems that there are now many more homemade signs, advertising everything from school fetes to charity auctions, appearing along particular roadsides. A total of 17 signs were posted on one roadside verge just outside Midhurst, a village in West Sussex , during autumn 2005, which caused major concern for road safety experts and the Government alike.


    Yvette Cooper, Housing and Planning Minister, has commented on the subject of excessive signs and ads, "Too many of our motorways are now strewn with illegal trailer adverts, which cause hazards for drivers and are unsightly too. Just because the ads are parked on trailers doesn't mean they should be able to dodge proper planning and safety rules.


    "Twenty three percent of drivers say they have been so distracted by roadside distractions, such as ads, that they have swerved out of lane. That's why applications need to go through the proper planning system so they can be appropriately assessed."


    How much of a distraction?
    According to a poll carried out by Privilege, 30% of drivers say that the have lost their concentration when behind the wheel by looking at a sign or billboard. Many even admitted to being distracted for up to five seconds, which, if travelling at 60mph, equates to the length of football pitch, ample time for a car accident to occur.


    In response, Dr Mark Young from Brunel University has said that when driving our visual workload varies throughout the journey, which means that when undertaking more difficult tasks like negotiating a roundabout, it is easy to become preoccupied by roadside advertising or any other distractions.


    A more recent study carried out by Nottingham University in 2006 found that as much as 50% of a driver's time can be spent looking at distractions by the roadside. A particularly worrying figure which strongly points towards an explanation for the rise in car accident compensation claims dealt with by personal injury claim firms, such as The Claim Solicitors.

    Greece puts brakes on its racy billboards

    Greek motorists are being driven to distraction by giant billboards, featuring nude or scantily clad models, that crowd the sides of motorways.

    Authorities say that up to 10 per cent of traffic accidents can be blamed on drivers who have taken their eye off the road to ogle models advertising cigarettes, perfume and mobile phone services.

    Now local councils are being ordered to enforce the law by curtailing the billboards, many of which have been put up illegally with the connivance of planning authorities who are bribed by advertising agencies.

    Athanasios Tsokos, a lawyer in Athens, is suing the Greek state for the recent death of his son in a road accident, which he says was caused by his attention being diverted by a provocative roadside advertisement. “They are death traps,” he said. Earlier this year an Athens court upheld his claim that the Government was obliged to keep the nation’s roads clear of illegal billboards. He is seeking damages of about £8 million.

    An estimated 15,000 illegal billboards tower over the roads in the Athens area alone. Many of them hide road signs, traffic lights and other vital signals. Particularly dangerous, says a lobbying group that includes Mr Tsokos, are those billboards that carry a series of rolling advertisements so that the eye of a motorist can be too easily tempted to linger to see what it will show next, especially if it is a curvaceous model showing a lot of skin.

    Hundreds of illegal billboards are flimsily built and regularly blow away in strong winds.

    The Public Order Ministry, which is carrying out a nation-wide survey of hazardous billboards, says that many fatalities occur as victims are thrown out of the car doors on to concrete and metal structures at the roadside.

    The death rate on Greek roads, once the highest in Europe, has been in decline as motorways become safer, and drivers take care of their new cars in an increasingly prosperous nation. Yet with the opening of new roads has come a deluge of billboard advertising that is already triggering protests by environmentalists.

    Advertising in Greece is largely unregulated, especially in the area of sexual content. Many borough officials are believed to accept bribes from advertising agencies putting up eye-catching signs. Fist-fights sometimes result when municipalities try to take them down. Aggravating the problem is the tendency of many businesses, from private clinics to car repair garages, to cram pavements with directions identical in colour and format to official road signs, confusing drivers.

    Archaeologsts are incensed that illegal advertisements often obscure museums and archaeological sites. “There is no political will to do anything about it,” said Victoria Efthymiadou, of the Athens Office for the Unification of Archaeological sites.

    The borough of Maroussi, home of the Olympic stadium, last week began taking down hundreds of illegal signs. It said that the task would take a month and a half to complete.

    External-to-Vehicle Driver Distraction

    The Scottish Executive commissioned a literature review on driver distraction to explore in more depth whether external driver distraction is a significant factor in road accidents and to examine existing knowledge and gaps on the relevant external factors that cause vehicle accidents, with a view to identifying where further research might be carried out.

    Key findings

    Information from accident databases suggests that external-to-vehicle driver distraction is a major contributory factor to road accidents. However it is likely that these incidents are under-reported. The real risks may therefore be greater than official statistics suggest.
    The evidence suggests that there are two specific situations where the risk factor of billboards and signs is at its highest: at junctions, and on long monotonous roads (such as motorways).
    There is overwhelming evidence that advertisements and signs placed near junctions can function as distractors, and that this constitutes a major threat to road safety. It is also likely that drivers can become distracted by lights or billboards on long 'boring' stretches of road.
    Overall the literature review found that advertising/billboards can function as distractors in specific situations. However, more research is needed to discover in what particular situations they pose most of a threat, and the precise extent of the risk.


    Changing Speeding Behaviour in Scotland: An Evaluation of 'FOOLSSPEED' Campaign

    The Scottish Executive and the DTLR commissioned an evaluation of the Foolsspeed advertising campaign (designed to reduce urban speeding in Scotland) to assess how well it communicated with drivers in Scotland and its impact on the psychological factors which encourage drivers to speed.

    Key findings

    The Foolsspeed advertising campaign elements - logo, name and three 40-second television ads - generated high levels of spontaneous and prompted awareness.
    All three ads were liked, felt to be easy to understand and not to 'talk down to' the audience.
    Respondents who were frequent speeders were more likely than infrequent speeders to indicate that the ads made them 'feel bad' about how they drove.
    Attitudes towards speeding and affective beliefs - feelings about the emotional benefits associated with speeding - became significantly more negative, or anti-speeding, over the course of the campaign.
    Overall, the findings indicate that it is possible to create memorable and engaging road safety advertising without a fear-arousing approach. Furthermore, the campaign appears to have been effective in changing attitudes regarding speeding.
